March repeated to Secretary of State for the Colonies

telegram No.57, I am informed that Military Authorities

at Wenchow have imposed illegal tax on British ships on

tonnage basis. Hong Kong shipping firms are instructing

their Captains to resist this imposition and I would

request your assistance in the matter.
